Dear lord, okay lets chop this up pieces at a time.
Not everyone enjoys PvP on Unturned, especially when you lose literally all of your shit when you die and start out with nothing but a knife and some basic clothing. With the addition of the "flaming fuck" zombie, the spitter zombie, and the "invisible bastard" zombie, PvE is hard enough without having to worry if some prick with a sniper is gonna take you out just when you wipe out 3 crawler zombies.
I for one like big maps, because it lets us have more to explore. I like Washington too, but I also enjoy Russia.

I only suggested a couple mods to add to the overall enjoyability of the game. Things like extra base addons (awnings, more storage, etc), more weapons (lets face it, weapons are about 80% of Unturned) but so far, none of them have been added. So right now, besides a couple RocketMod plugins, the game is already vanilla.
Damn that took like an hour to get through, but hopefully I covered everything.

russia is way to big for a "good" pvp scenario to happen. it is great for pve but in pvp... not so much.

We need at least a couple admins getting on now and then to check on stuff, this is important because if not servers (usually) become madness with spam, "unfair" players and people just ragequit.

I have been admin since like october of 2014 in an unturned server, and one of things that mostly i made possible where ranks, and just like in gmod they are very important if you are looking for any donation kind of thing.

one of the most important thing in pvp servers, there is what i call two "sections" of pvp kits:
starter kits: this type of kits are no more than 5 total in the server and contain the basic needs, like a flashlight, some food, clothes and maybe an axe or a pistol. personally i'm not a big fan of this kinds.
real pvp kits: this in itself has two sub sections, wich are: crappy aka basic, and pro.

This ones can extend to hundreds (i know it for experience) and are very, very varied. they can go from a paintball kit, to a squba diving suit, to special ops, to mafia, to holy smokes. its big. Also this are the perfect kind to charge for when trying to pair em with ranks, cos paid ranks are not only about commands but kits too.
it is a good choice to combine both to attract more people towards donating.

This is serious. when people apply for admin it is very important not to have more than 10 admins per regular 24 slot server. Because believe me, it is very, VERY easy for admins to abuse in MANY ways. And, in "my" server, the owner has had to remove all admins and keep just 2 or 3 many times because if not it just all becomes cancer.
