I was thinking the cooldown to be 5 minutes, and it would apply to everyone. Player 1 starts a vote, no other player could start one for 5 minutes.

having it affect everyone wouldnt work, cause if one person decided to make a stupid vote then no votes could be done in 5 minutes (or whatever the cooldown would be) to actually do anything. In my opinion the cooldown that is affects each person individually is the best idea.

I set all regular votes on a 5 minute shared cooldown which staff are exempt from.

Why? So staff can spam votes?

Operators should be exempt from the cooldown as they don't have the power to directly ban someone, so they rely on the opvoteban to kick out the more troublesome players. It would be bad if they were bound to the same cooldown, as an annoying member could potentially block an Operator from doing their job.

And if Operators are exempt from it, Admins should be too, cus it would look bad if they weren't.
