Operators don't have access to permanent actions because they're just operators, and it's extremely easy to abuse it. Voting would work just like a votegag or votemute.

Well it may be annoying from time to time but such events are not that common so in other worlds I believe making such command could be a waste of time but it would be nice to have around for those rare cases so I guess + vouch event thought it may not to be necessary

If someone is spamming admin chat, just kick them and ban them if they do it again. If they have all ability to contact anyone revoked, they obviously can't be trusted with anything else and serve no beneficial purpose.
