Some sandbox server removals/nerfs

I think we need to have the rocket launcher fuck off. and the sniper rifle needs nerfing too.

I already nerfed the sniper rifles from Serious Sam. In case you didn't know, before the nerf, zooming in would modify the damage to 300. I removed that so no matter if you're zoomed in or not, it does 70 damage. Keep in mind this is still modified by where it hits (doing 140 headshots and 17.5 leg/arm shots).

I'll look into the code of the rockets and see if I can reduce the rate of fire and maybe the blast radius or damage a bit.
