They didnt abuse their powers if they didnt follow through with the ban. Admins and ops will votekick/voteban each other from time to time. It's meant to be taken as a joke and 99% of them don't follow through. Clearly you cannot seem to get that through your head.

do you not get the point they votespammed with bans and created a voteban on me, whether it was intentional or not they still used their powers for that, jesus christ cant you see what that might do in the long run?
