Can anyone explain this?

when I was on the other day the sandbox server crashed then we were on gm_construct
then when I was doing crap some guy named "a rather stale meme" came on.
Then a few minutes later this popped up on everybody's screen (warning xxx)

I've seen something like this but another guy did it with an image of the predator screaming. The person who did this was not very mature as to all the dicks.

Yeah that guy has been permabanned twice for doing that and for crashing the server. I'd like to know how they're doing this so I can look up ways on how to stop it. It looks like PAC3, but it could be something else, maybe E2. 

Either way, he was banned today for continued PAC3 abuse (Playing earrape in spawn with PAC3) so I don't think we'll have to worry about that today.

Its not E2. I got on there with Derpz and could not find a way to stop it. Its probably PAC3 or something else.

So it's not "a rather stale meme" as he was banned already, and it still happened.
Also I'm almost certain it's someone abusing PAC3 as I cannot think of anything else that lets you display actual pictures. E2 can set the material of props, but only to existing materials in the server's garry's mod directory; you can't use custom materials, so you can't display pornographic material with E2. And I looked through all the Wiremod components, and I found nothing that displays pictures. So it's either PAC3, or they know something I don't.
