Moderator isn't a rank plus you have to wait a week I think after you get member (The only ranks are Operator and Admin)
Also if you apply for staff on sandbox its only admin app cuz theres no operator rank in sandbox

Operator is usually an alternative name for Moderator on Garry's Mod.
