Of course you need proof. You can't just expect to randomly claim that a staff member is abusing or breaking rules, with no evidence at all, and expect anything to happen. That would be like a murder case, with a witness saying "He did it!" and they arrest him, even though there is no evidence saying he did it. Common sense dude, you see abuse, take screenshots (look in keyboard settings, there's a screenshot button), get as much information as possible, THEN you file your report.
