Bump up stacker tool limit to ~30.

Because the stacker tool doesn't cause crashes enough when limited to 15 props, lets make it higher! Such a good idea.

I haven't seen anyone crash the server with the stacker tool. (30 for members)

Well, you haven't been around in forever. Before I restricted it from Users, it was used constantly to crash the server. They didn't even need 15 props to do it either.
