The title says it all, I know this tool can be used to abuse but it is also very useful for trains and props and hanging people other stuff
or donator only if member is not good enough

unless there's something special to it, the winch tool does the same thing but allows it to be extended and retracted.

the rope tool doesnt stretch which is why its more useful than the winch tool

It was restricted because people would spam it across the map and cause cancer. It can actually be made so that you can't start with connecting the rope to the world, so you have to start with an entity and then you can attach it to the world.
