[Approved] new functional flatgrass

we currently have gm_functional_flatgrass on the sbox server.

however, theres a newer one called gm_functional_flatgrass 3. its much larger and has more to the surface and has new areas added to it as well. I think this one should either replace the old one but it can also work as another map since both maps have enough differences between them.
