I was told to post suggestions to imporve sandbox here, so I will dump everything that I came up with.
If i had to suggest one useful tool it would be a shadow toggling tool. I do a lot of building and shadows are the one thing that cannot be easily manipulated in the game. The tool is simple and would make building many nice things easier.

My comment on the changes to vehicles and proplimits:
I play on the server fairly often, and I never really see anyone being stopped by the prop limit. There are many easier and more powerful ways to cause chaos then by spawning a million props (elastic-ing a few props or ragdolls together. elastic is unrestricted). Increasing the prop limit would not invite extra madness onto the server compared to what is already doable on the server. As a person who often builds large, intricate builds, an increase in propcount would be nice so I can make better and nicer builds.
Something that I would also like as a builder would be to be able to spawn in more "vehicle" seats. The seats are nicer and easier then Alt+E. It is annoying that the seats are constrained by the vehicle limit, especially since they lack anything making them a vehicle. If the number of seats could not be changed independently of the vehicle limit, then a multi-seat chair like the movie seats would be a nice solution.
another nice thing to add might be an in game map fixer for admins.

many of the current maps have bad spawnpoints that lead to massive amounts of spawnkill, which in turn causes me to make many advdupes that attempt to fix this. the tool above would allow an admin to permanently fix the map in a more official capacity. If that was too powerful, i could also provide the advdupes to fix some of the maps.
I looked for other options to add to the weapons but most of the stuff on the workshop is overpowered, and we already have guns. The few things i found and considered were mostly joke weapons that would be a waste of data. It does not break combat or add anything overpowered compared to the current weapons available, and it would add more interesting movement options for people who love to just run around the map. above all else it is a tiny addon

gmod in a sandbox - a smallish map based around novelty. At worst it is the same size as construct. It is also made well and would be good for combat given the amount of cover. It is also a very small file.

black mesa analog map - I know that many people like black mesa science lab maps. I remember we had such a map but it was removed. This map is large to give building space, if incomplete. It still has that science appeal
