heres a take on it:
-weapons like the hl2 rpg, LFS launcher, or artillery strike are 1 at a time. I don't think repeatedly using it counts a spam when there's a delay for each explosive launched. Even in group use, its explosive spam all together but for each individual its the same delay, so you cant exactly punish 1 person but punishing them all is overkill.
-The simfphys turret tool can be made explosive spam, so if the delay is below .40, id say it counts. If it doesn't do damage, then at that point I don't think it does much outside of annoying some players.
-The LFS goes into this gray area. You can definitely spam an insane load of rockets constantly until your rocket supply is out. but what counts for that? non-stop firing, bursts of rockets or tapping a few rockets all over the place?
-The tanks that all players can use cant be explosive spammed. There's a major delay for both the tank cannon and the secondary fire if it does use rockets.
-grenades: all greandes ive seen also have a large delay between throws.
-mines or remote explosives: I'm not sure if this counts, if you place mines everywhere on the map, would that count as explosive spam? there's a lot, but if they are in different and far locations, so they wouldn't all be detonated at once. And the remote explosives like ground SLAMS, you can throw them in a large pile and detonate them all at once. but what exactly would that do? it only takes 1-3 to kill a players, and if they are in a giant pile, the effect would be the same, just louder. other players can also shoot them to make them explode, so even if someone has the patience to put 150 SLAMS across the map, someone would probably destroy it before its completed
