Here's a list I made of all of the "tools" that really aren't weapons. For things that caused damage in some manner the idea we came up with would be to just remove the damage part as the tool is far more useful (or set damage to zero).
The most contested one currently is the Tac insert. I feel that it could be allowed so it is easier to get to a place where you are basing or something, others say it is too abusable even if it is still destructible.
Tools - simphys remote and repair tool; wiremod remote control and laser pointer; Passport DarkRP and Sandbox; camera and medkit in other category; gravity gun from HL2 (Saint has currently nerfed it to hell by removing its ability to launch, it only grabs); Diesel Can (cant burn stuff), Radar, Remote Control, Repairer, and the upgrade tool from drones rewrite; lastly the Tac Insert from Cod Multiplayer, and Binoculars - British, US, and German from ATOW
