Okay, so I -vouch because he didn't read the pin topic with ALL the rules listed, if he didn't see that there was only admin on Sandbox, what else did he miss? That is why I -vouch if you have a issue with my -vouch send me a message in steam.

Considering the template is in the topic stating I never even read it is false, Besides, It reads:

You may not apply for Admin if you are not an Operator first. (Sandbox exempt)

One would assume that if you already have administration hours, You can skip Operator, I thoroughly read that topic and It never once states their's no operators for sandbox.

If you looked at the staff list, you'd notice there are no Operators for Sandbox. Why is this? Because the powers that would be limited to Operators would be useless. Slaying someone serves no purpose as they can just respawn. Jailing/muting/gagging is probably the only punishment they can do that means something, but most people just leave and rejoin to nullify it. Kicking people does no good, they just rejoin. So it's rather pointless to have a staff rank on a server that's almost powerless.
