For atmos, I think we should only have weather since the day/night cycle can really screw up the dark maps. (I know it doesn't work properly on dark maps, which is why it screws it up)

Day/Night doesn't really affect map illumination at all, and weather drops FPS by 20. Seems bad all around.

I have to agree with saint, because an admin who properly knows how to use the sky editors and fog editors can easily imitate day and night with out the need of another addon.
