Not really.. with rcon you can run any console command which includes running lua. If you can run lua, then you can read any server side lua script which is where any database passwords would be stored.

Maybe not, but if they had any kind of forum integration they probably had something like that, which would explain what happened. (if what was explained is what really happened)

It's not like you can get it to do anything outside of the game directory so I doubt it would be of much use
